Background:
City of Broken Arrow pretreatment staff prepared a quarterly report to the Regional Metropolitan Utility Authority outlining pretreatment activities for significant industrial users, commercial users, and food handling establishments discharging wastewater to the Haikey Creek Wastewater Treatment Plant. The scheduled meetings in December 2017 and March of 2018 were cancelled, so the activities listed are for the 8-month period of September 2017 through April 2018. The report is attached.

The following is a summary of the report:

One Broken Arrow significant industrial user (SIU) in the Haikey Creek Wastewater Treatment Plant basin is currently out of compliance with City of Broken Arrow pretreatment regulations as listed in the Broken Arrow discharge permits and municipal code.

Comgraphx was permitted in January, after an industrial user survey inspection. The first self-monitoring report and laboratory analysis for this facility was received and reviewed on February 2, 2018. The report revealed a silver result of 4.70 mg/L for the sample taken on January 26, 2018. This is a violation of the permitted limit of 0.5 mg/L. Comgraphx submitted a 24-hour notification form to the Pretreatment Office that listed an improperly sized silver recovery system as the cause of the violation and subsequently called the Pretreatment Office to report that the system had been upsized.

Comgraphx was asked to perform a retest within 30 days. The restest, performed on February 14, 2018, revealed a silver result of 1.65 mg/L. Comgraphx called the Pretreatment Office to report that the silver recovery system had been upsized a second time.
