Background:
City of Broken Arrow pretreatment staff prepared a quarterly report to the Regional Metropolitan Utility Authority outlining pretreatment activities for significant industrial users, commercial users, and food handling establishments discharging wastewater to the Haikey Creek Wastewater Treatment Plant. The scheduled meetings in December 2017 and March of 2018 were cancelled, so the activities listed are for the 8-month period of September 2017 through April 2018. The report is attached.
The following is a summary of the report:
One Broken Arrow significant industrial user (SIU) in the Haikey Creek Wastewater Treatment Plant basin is currently out of compliance with City of Broken Arrow pretreatment regulations as listed in the Broken Arrow discharge permits and municipal code.
Comgraphx was permitted in January, after an industrial user survey inspection. The first self-monitoring report and laboratory analysis for this facility was received and reviewed on February 2, 2018. The report revealed a silver result of 4.70 mg/L for the sample taken on January 26, 2018. This is a violation of the permitted limit of 0.5 mg/L. Comgraphx submitted a 24-hour notification form to the Pretreatment Office that listed an improperly sized silver recovery system as the cause of the violation and subsequently called the Pretreatment Office to report that the system had been upsized.
Comgraphx was asked to perform a retest within 30 days. The restest, performed on February 14, 2018, revealed a silver result of 1.65 mg/L. Comgraphx called the Pretreatment Office to report that the silver recovery system had been upsized a second time. Two retests were performed in March, each progressively lower than the last, but still above the permit limit. Comgraphx jetted the sewer line and pumped out the oil/water separator that collects the process flow to clean out any silver accumulation. Comgraphx has stopped discharging from the silver recovery unit until a solution can be found.
All other mandatory industrial user monitoring reports were received by the due dates, with no deficiencies. Surcharges for bio-chemical oxygen demand (BOD), total suspended solids (TSS), and oil & grease above residential thresholds were issued to Unifirst each month.
City Pretreatment staff performed 11 car wash inspections in this period. Staff inspected manifests for sand interceptor and oil/water separator maintenance, inspected the interceptors, and discussed best management practices with management. Establishments with interceptors that were improperly maintained or in need of repair were given 15 days to correct the deficiency.
Staff inspected 305 food handling establishments (FHE) during this eight-month timeframe. Manifests are checked for grease interceptor (GI) maintenance, GI are inspected, and best management practices are discussed with management. FHEs with improperly-maintained interceptors have been asked to perform maintenance immediately. Re-checks are done for non-compliance issues.
A notice of violation and $500 fine was issued to Merritt’s Bakery South on December 13, 2017. Background: In October 2017, a notice of non-compliance was issued by City of Broken Arrow Pretreatment staff giving Merritt’s Bakery 15 days to make repairs to the facility’s grease interceptor. No response to the Pretreatment Office or repairs had been made by December 13, 2017 when the notice of violation was issued. The fined was paid and the grease interceptor was replaced on January 19, 2018.
The Annual Pretreatment Report for the Regional Metropolitan Utility Authority was submitted to DEQ for Haikey Creek Wastewater Treatment Plant in October. The report is required to cover the period of October 1st to September 30th and is due by October 31st. I have attached the FY 2017 RMUA Annual Report to the DEQ for your review.
City of Broken Arrow Pretreatment staff submitted to the Oklahoma Department of Environmental Quality a “Notice of Intent” to perform a Technically Based Local Limits Study for both Lynn Lane and Haikey Creek Wastewater Treatment Plants by May 31, 2019. The notice of intent is attached for your review.
This concludes the summary. Staff recommends that the Authority acknowledge the September 2017 through February 2018 Pretreatment Report to the Regional Metropolitan Utility Authority.
