Background:
On January 2, 2024, Broken Arrow City Council approved and authorized the Engineering firm, Professional Engineering Consultants, P.A., to design roadway improvements on 23rd Street from Albany Street to Kenosha Street as part of the 2018 GO Bond program. The 23rd Street pavement rehabilitation includes resurfacing of 5,160 feet of 4- and 5-lane asphalt roadway with mill and overlay, addition of concrete sidewalks, and curb and gutter.

Engineering and Construction Department staff (E&C), working in conjunction with Professional Engineering Consultants, P.A., prepared final plans and bid documents for bidding. The project was advertised on March 25th and April 1st, 2024. Four (4) bids were received and opened on April 15th, 2024. The Certified Bid Tabulation is attached. The apparent low bidder was Glover & Associates at the time of the bid opening with a bid of $878,461.92. The Engineers Estimate for the project is $1,253,163.00.

This roadway is located adjacent to the Broken Arrow High School on the north end and, therefore, the timing of the work is crucial. The Contractor must perform the work during the summer session when the majority of the school traffic is not present and complete it before school reopens in the fall. It is imperative that the Contractor is capable of manning the project, overseeing the work in a timely manner, and completing it within the project schedule.
