Background:
The project was designed by Cowan Group Engineering for construction utilizing federal Community Development Block Grant funding and includes milling and resurfacing Iola Street from Elm Place to 1st Street with asphalt as well as full-depth patches as necessary. The project also includes construction of approximately 712 square yards of sidewalk, ADA curb ramps at intersections, and concrete work at driveway returns.
The project was advertised on March 12th and 19th, 2024. Bids were opened on March 26, 2024 with six (6) bids received and all being responsive. The Certified Bid Tabulation is attached. The bids submitted were composed of twenty-five (25) pay items to form the Total Base Bid. The lowest responsible bidder was Tri-Star Construction, LLC, with a Total Bid of $293,000.00. The engineer’s estimate for milling, patching and asphalt overlay was $301,385.00.
