Background:

The Park on Florence 2nd is the second phase of a larger overall residential subdivision, The Park on Florence is located immediately north of Florence Street (111th Street South) and about half way in between Aspen Avenue (145th E. Avenue) and Elm Place (161st E. Avenue).  The Park on Florence 2nd subdivision plat was filed at the Tulsa County courthouse with the County Clerk on September 16, 2004, as Plat No. 5812.  Rex Alexander Enterprises, Inc. out of Bixby, Oklahoma, was the property owner and developer.  Rex Alexander Enterprises, Inc. contracted with Mr. Joe E. Donelson, P.E. to design the subdivision including the elements that were privately-funded public improvements, such as the streets, water network, sanitary sewer and storm sewer systems. 

Immediately adjacent to the Park on Florence 2nd subdivision to the east is the Leisure Park II subdivision. The Leisure Park II subdivision plat was filed at the Tulsa County courthouse with the County Clerk on April 25, 1978, as Plat No. 3793.  Likewise, immediately south of the Park on Florence 2nd subdivision across Florence Street is Windsor Oaks subdivision.  Windsor Oaks subdivision plat was filed at the Tulsa County courthouse with the County Clerk on July 24, 1996, as Plat No. 5141. 

The timing with respect to the filing of these plats demonstrates that the public storm sewer systems conveying the post-developed runoff from Leisure Park II subdivision and the Windsor Oaks subdivision were installed prior to the design and construction of the Park on Florence 2nd subdivision.  Maintenance personnel and records indicate that the public storm sewer system conveying Leisure Park II and Windsor Oaks subdivisions was already functioning over capacity and actually needed to be relieved of some of the stormwater runoff flows.  During the design process of the public improvements for the Park on Florence 2nd subdivision, the City of Broken Arrow requested that the developer oversize the detention facility to help the City address the public stormwater issue indicated above.

In an effort to address this continued stormwater problem, the City requested that a storm sewer along Florence Street be rerouted to drain into the Park On Florence 2nd detention facility; therefore, this facility effectively would serve as a regional detention facility to address both the increased runoff from the Park On Florence 2nd subdivision and the excess storm sewer flows along Florence Street.

On February 4, 2020, the City Council approved Resolution 1285 and authorized its execution.  The resolution authorized the acceptance of a General Warranty Deed from Rex Alexander Enterprises, Inc. for the parcel of land in the Park on Florence 2nd subdivision that serves the public as a regional detention facility in the Aspen Creek watershed basin.  Likewise, on February 18, 2020, the City Council approved the acceptance of a Quit Claim Deed from the Park on Florence 2nd addition’s Homeowners Association (HOA) to ensure that the HOA released any and all claims on the parcel land which, likewise, ensures its clearance for the City of Broken Arrow to own and operate as a regional detention facility.

The Park on Florence 2nd Detention Pond Improvements project is intended to mitigate potential flooding issues from inadequately sized Detention Pond systems constructed during the original development. The project will consist of planting plants around the perimeter of the newly constructed detention pond. The plants will help to increase the water quality and the aesthetics of the pond. 

The project was advertised on January 30, 2024 and February 6, 2024. Two (2) bids were received on February 20, 2024. The lowest responsible bid was Cherokee Pride Construction Inc. for $88,200.00. The engineers estimate for the project was $28,000.00.
