Background:
The city has approximately 550 non-uniformed employees in approximately 240 various classifications. The Human Resources Department sought proposals from qualified companies to conduct a classification study for all non-uniformed positions. The Request for Proposal was released on January 2, 2024 with a proposal due date of February 5, 2024. A committee, consisting of the HR Director, HR Project Manager, Compensation Coordinator, Finance Director and Controller reviewed and scored each proposal submitted. Scores were based on overall experience of the company and demonstrated results, qualifications of personnel, work plan, approach, and timing, cost effectiveness, and methodology. A total of four (4) proposals were received from Gallagher, Octagon Consulting, PosiUp, and Paypoint HR.
The intent of the classification study is to provide valuable information on each individual position to ensure the position is appropriately classified and appropriately graded. The last classification study, which also included a compensation piece, was conducted in 2018.
After review of the proposals, Paypoint HR stood out from other proposals received and appeared to provide the best methodology, most cost-effective proposal and overall most competitive and advantageous proposal. Paypoint HR has been in business since 2012 and specialized in public sector studies.
Based on the proposals submitted, staff and the Classification Study Review Committee recommend selecting Paypoint HR to conduct the classification study for all non-uniformed positions.
