Background:
The Indian Nations Council of Governments (INCOG) was awarded funding from the Safe Streets For All (SS4A) 2022 United States Department of Transportation (USDOT) Discretionary Grant Program. The INCOG SS4A Grant is a joint application with the Cities of Broken Arrow, Tulsa, Jenks, and Owasso as well as Tulsa County and Wagoner County and a support letter was authorized by Broken Arrow City Council on September 6th, 2022. The grant funding will be used to implement low-cost, high impact safety strategies (i.e. flashing yellow arrow traffic signal heads, HAWK beacons, reflective yellow backplates for traffic signal, new traffic signals, APS push button retrofits, etc.) on a regional basis. City of Broken Arrow will receive 80% of the funding for design and construction up to a maximum for $4,000,000.00 from the federal grant money which would require up to $1,000,000 of matching funds. Design will be administered by INCOG and the City of Broken Arrow match of $111,250 is to be paid to INCOG. Construction will be funded by the City of Broken Arrow and INCOG will reimburse at 80%. All awarded grant funding is required to be fully utilized by June 30th, 2028.
