Background:
In August 2005, the City began contracting with the Metropolitan Tulsa Transit Authority (MTTA) to provide mass transit service. Service initially offered one bus (identified as Route 508) operating on a fixed route each business day, generally operating a route that included Kenosha to Aspen to New Orleans to Elm to Washington to Main and back to Kenosha. The bus deviated from the fixed route using a dial-a-ride advance scheduling service. The dial-a-ride service allowed residents to schedule service to and from their home with advance notice. The route also included periodic trips to the Tulsa Community College campus and the Hillcrest South Hospital where riders could connect to other MTTA routes. In August of 2006 a second 508 route was added during peak hours operating in the opposite direction. Beginning in 2018, funding for the two (2) 900 Express routes were transferred to the City of Broken Arrow. These routes operated on a fixed route within Broken Arrow, then traveled non-stop to downtown Tulsa, this would later be reduced to one (1) Express route.

The total amount for the fiscal year 2023 contract $313,369.10.

This amended contract eliminates both 508 routes while retaining the 900 Express.
The eliminated routes will be replaced with Micro-transit service for a comparable area and service hours during the pilot assessment period.

The cost for the amended contract is approximately $17,670.80 per month from March 18th to June 30th 2024. This cost will fluctuate based on service hours, and the usage of Tulsa Transit vehicles but savings of approximately $8400 per month is expected with the pilot program. This cost differentia...
