Background:
The Haikey Creek Interceptor Phase 1 Improvements consists of sliplining approximately 4,350 linear feet of existing 54-inch and 48-inch diameter gravity sewer. The Haikey Creek Interceptor carries gravity flow from the west sewer basin for the City to the Haikey Creek Pump Station. It is then pumped from the Haikey Creek Lift Station to the Haikey Creek Wastewater Treatmewnt Plant. The existing line is in poor condition and results in large amounts of Inflow and Infiltration into the system and is in need of repair.
Bid documents were advertised May 3 and 10, 2022. Two (2) responsive bids were received and opened on May 24, 2022. The lowest responsive bid was from Cherokee Pride Construction, Inc. with a Total Base Bid price of $3,701,552.00 and Total Additive Alternates price of $1,766,300.00 for a Total Bid (Base Bid + Additive Alternates) of $5,467,852.00. Then Engineer's Estimate for the Base bid was $2,877,125.00 and for the Additive Alternates $708,400.00 for a Total Bid (Base Bid + Additive Alternates) of $3,585,525.00. This Base Bid was almost 78% higher than the Engineer's Estimate.
Pursuant to City Ordinance 2-28 the City Council shall have the authority to reject bids when the public interest will be served thereby.
