Approval of and authorization to purchase three (3) complete sets of Motorola radio systems for (3) AEV Ford F550 Type 1 Ambulances from Sourcewell Purchasing Cooperative for the Fire Department

Background:
The Fire Department is seeking to purchase (3) complete sets of Motorola radio systems for the recently purchased Ford 550 ambulances that were ordered back in January 2022. These new radio systems will outfit the three newest ambulances once they are built. The Fire Department is requesting to order the radios now as the IT Department has informed us that lead times for receiving radios could exceed six months.
The request for authorization to use American Rescue Plan Act (ARPA) funds for the purchase of the three (3) newest ambulances was approved January 18, 2022, by Council. Both the Fire and Finance Departments have sought opinions from numerous sources (including Crawford and Associates) to confirm that ARPA funds may be expended on ambulances, to include outfitting them with the necessary equipment to be fully operational. This would include purchasing radio systems to make the ambulances fully functional.
The City typically uses Sourcewell as our cooperative contract for competitive bid for radio systems. Sourcewell is a procurement source for government agencies where all vendors contracted with Sourcewell offer their best prices to governmental agencies. They also meet the criteria required of competitive bidding and are in accordance with Oklahoma State Competitive Bid Act and City purchasing requirements. The City of Broken Arrow's account number is #194014 and has been used on many Motorola radio purchases.
The ARPA funds for this purchase are currently available should Council choose to approve the purchase, which is tied to the ambulance project number of 2217110-3481700-570020.
The total cost for three (3) complete Motorola radio systems for three ambulances is $27,324.84
