Approval of the 2022-2023 International Association of Firefighters (IAFF) Local No. 2551 Collective Bargaining Agreement Salary Schedule to be effective July 1, 2022 based on the appropriation of adequate and sufficient funding of the Fiscal Year 2022-2023 budget process

Background:

The collective bargaining agreement between the City of Broken Arrow and the International Association of Firefighters (IAFF) Local No. 2551 was approved by City Council on July 20, 2021, as a two-year agreement to be effective from July 1, 2021, through June 30, 2023.  The agreement provided for the following changes:

1.   Administrative changes to Article 12 (Physical Health and Fitness for Duty), Article 19 (Injury Leave), Article 22 (Sick Leave), Article 24 (Overtime and Call Back), Article 29 (Drug and Alcohol Testing) and Article 30 (Promotions).

2.                     Administrative changes to the Administrative Operating Procedures (AOP) Chapters 2, 3 and 5.

3.                     A 6% base-wage increase for all bargaining unit members effective July 1, 2021.

4.                     A 3% base-wage increase for all bargaining unit members effective July 1, 2022.

During the 2022-2023 budget process, Council has appropriated the necessary funding to implement the 2022-2023 salary schedule, pursuant to the two-year agreement.   

Staff is recommending approval of the 2022-2023 salary schedule to be effective July 1, 2022, as previously approved, based on the sufficient funding in the upcoming Fiscal Year budget process.
