Background:

The requested project is located in an unplatted area immediately north of the Forest Creek Patio Homes subdivision north of Houston Street and east of Garnett Road.  The International Christian Assembly of Tulsa, Inc. shares ownership a detention facility with Forest Creek Patio Homes.

Erosion has occurred on the south bank of the West Branch of Haikey Creek in the unplatted private section to the retention pond of Forest Creek Patio Homes.  The West Branch of Haikey Creek has a drainage area of 1,939 Acres at this point.  The flow is approximately 3,600 cfs and the velocity is approximately 6fps.

West Branch of Haikey Creek is governed by the United States Army Corps of Engineers and is in a FEMA regulatory floodplain.

The bank erosion is a part of the natural channel cycle with the velocity around 6 fps and the channel making a natural 90 degree turn.  A wall for bank protection was investigated due to the steepness of the bank slope.

The construction cost estimate is $190,000.00

Staff has evaluated the requested project.  The requested work provides little to no benefit to the public.  Therefore, staff recommends rejecting International Christian Assembly of Tulsa, Inc.’s request for expending public fund for erosion control.

On May 23, 2022 the Drainage Advisory Committee reviewed and recommends to City Council to reject the request for the expenditure of public funds for erosion control on the unplatted private channel and private pond.
