Background:
With the announcement of a new commercial development located on the east side of Aspen Avenue just north of the Creek Turnpike, Engineering and Construction Department staff began working to develop a design agreement with a consultant for creating infrastructure plans to provide access to the location in question. The first order of business was to select an A/E firm for the design work. With this in mind, the Engineering & Construction Department selected the A/E firm BKL, Inc. from the list of ranked and qualified firms which submitted statements of qualifications for the 2018 GO Bond Proposition 1, Transportation Projects, to negotiate a design agreement.
The design agreement the Engineering & Construction Department negotiated with BKL, Inc. for this project includes constructing a new four-lane roadway from Aspen Avenue eastward approximately 1,200 feet. The centerline roadway alignment for the new extension would line up with the existing roadway, Norfolk Drive, on the west side of Aspen Avenue. Other improvements required in the agreement include additions of: a four-way traffic signal on Aspen Avenue at Norfolk Drive, a northbound auxiliary/right turn lane on Aspen Avenue, curb and gutter, enclosed storm sewer system, sidewalk and trail, waterline, sanitary sewer line, street lighting and other appurtenances. This project shall also include services for the following: identification of right-of-way and easement needs, preparation of right-of-way and easement geometry documents, and identification of and need for coordination of utility relocations.
