Approval of and authorization to execute a budget transfer request to fund a new capital improvement project -Renovation of the Animal Shelter for the Police Department

Background:
On June 16, 2020, the City Council voted and adopted the Annual Budget for Fiscal Year 2021. In an effort to be transparent, it is internal policy to bring to your attention a request to re-appropriate funds from one project to another or to re-appropriate funds for a new project or purchase not already approved as part of the current Annual Budget.
As it pertains to this budget transfer request, the police department asks for approval to start a new capital project financed solely by residual funds from the below projects which were adopted as part of the FY2021 Annual Budget. All of the recommended "donor" projects are or will be finished under budget and we are simply asking permission to reprogram remaining balances.

Staff respectfully requests you approve the budget transfer of $47,327.41 from the above cited capital project balances into a newly created capital project which will be used to finance the listed repairs and improvements to the Animal Shelter building.
