Approval of and authorization to execute Capital Improvements Agreement with the Board of County Commissioners of Tulsa County for Vision 2025 Surplus Funds for Broken Arrow Elm Place & New Orleans Improvements Project

Background:
The City of Broken Arrow has identified the Elm Place & New Orleans Street Intersection as a project under the 2018 General Obligation Bond program. The intent of the project is to improve the intersection, upgrade the walkability in the area as well as to provide beautification along the intersection to make the area more aesthetically pleasing in general. The area surrounding the intersection is also experiencing a revitalization effort with which the City has been involved. The Bond project intends to join with the revitalization effort in order to enhance the livability and aesthetics in the area to help growth around the location.
The Tulsa County Vision Authority has excess Vision 2025 funds, $34,453.98, available which can utilized in the City of Broken Arrow Bond project to assist in the improvements and beautification of the intersection which will in turn help with revitalization. In order to take advantage of the excess Vision 2025 funds to further the project improvements, the City must enter into a Capital Improvements Agreement with Board of County Commissioners of Tulsa County.
E&C staff recommends approval and authorization of the Capital Improvements Agreement.
