Background:
The Washington Street (91st Street South) Improvements from Garnett Road (113th East Avenue) to Olive Avenue (129th East Avenue) is a 2014 Streets General Obligation Bond project. Original project number is ST1616. The bond issue calls for widening Washington Street from Garnett Road to Olive Avenue including all appurtenances. The improvements on Washington Street include approximately 1.0 mile of roadway widening from 3 to 5 lanes with asphalt pavement along with the addition of concrete curb and gutter, sidewalk/pedestrian trail, driveways, water line relocation, traffic signalization, enclosed storm sewer system, retaining wall, RCB bridge and RCP cross drain extension.
During the original ST1616 construction contract executed with H&G Paving, Inc. (Contractor), Advanced Workzone Services were contracted by the Contractor to provide the traffic control operations for the above noted scope of services. During the course of the project, COBA and H&G Paving, Inc entered into a Change Order to reduce the scope of services within the contract performed by the Contractor, with the exception of the traffic signaling work and traffic control services. With this agreement, Advanced Workzone Services remained onsite to provide services until September 30, 2020, including weekly maintenance and monitoring; however, COBA anticipated execution of a new contract in order to provide these critical services during the remainder of the construction.
Due to extenuating circumstances, the City recommends waiving the acquisition of (3) separate quotes as set forth by the requirements within the City of Broken Arrow purchasing manual purchasing Article V, Section b. These circumstances include:
- Switching traffic control companies at this time during the construction effort could result in a disparagement of traffic control systems for an unknown period of time putting the traveling public and our construction personnel at risk of injury, and public/private infrastructure at risk of damage
- Advanced Workzone designed the current implemented traffic control plan, switching would require another company to conduct a design
- Advanced Workzone currently has onsite all required traffic control elements, thereby reducing additional cost
- Advanced Workzone currently maintains the traffic control to a satisfactory level.
In addition, due to the above noted concerns, the City has executed an agreement with Advanced Workzone since the next available council meeting was scheduled after the expiration of the obligations of traffic control defined in the Change Order with the Contractor. The City executed an agreement in order to provide continuity of traffic control on the project for the safety of the traveling public and the construction workers. Therefore, Staff is requesting ratification of the agreement in addition to the variance of the Purchasing Manual obligations and the approval of the purchase order as noted above.
