Background:
At the September 15, 2020 meeting Councilor Parks requested that staff obtain data regarding new COVID-19 infections and present it to the City Council. Specifically Councilor Parks indicated an interest in comparing Broken Arrow infections that included both Tulsa County and Wagoner County to Tulsa's infections. The staff obtained data from the Tulsa Health Department (THD), and the Oklahoma State Department of Health (OSDH) regarding new infections.

THD provided the total number of infections for each week beginning with the week June 14 - June 20 and ending September 13 - September 19. THD then standardized the number of infections per 1,000 residents for both Tulsa and the Tulsa County portion of Broken Arrow. That data is attached as Exhibit # 1. Staff then obtained Broken Arrow's total number of new infections for the same time period from the OSDH. Staff tracked the gross new infections for each week and standardized per 1,000 residents to track the infection rate. That data includes residents in both Tulsa and Wagoner County.

The attached graph indicates that for the week ending June 20 Broken Arrow's new infection rate was below Tulsa's rate, (64.47 per 100,000 v. 122.90 per 100,000).

Tulsa's mask ordinance became effective July 16.

Beginning the week ending July 25 Broken Arrow's new infection rate exceeded Tulsa's (187.97 per 100,000 v. 173.94 per 100,000). Since that date Broken Arrow's infection rate has continued to exceed Tulsa's. For the week ending September 19 Broken Arrow's infection rate exceeded Tulsa by approximately 50%, (167.99 per 100,000 v 110.51 per 100,000).
