Background:
The 23rd Street, Kenosha to Houston, project is funded by Federal Surface Transportation Program (STP) and 2014 Streets General Obligation Bond funds, with the Federal Highway Administration (FHWA) share generally amounting to 80 percent of the cost and the City share 20 percent. Infrastructure Solutions Group, LLC (ISG), being the successor to Mehlburger Brawley, Inc., has been retained by the City of Broken Arrow to design the improvements and is nearing completion with the design work. The 23rd Street project has completed all right-of-way acquisition and is currently in the utility relocation stage.
In order to modify the design plans and complete the project to tie into the City of Broken Arrow's 2018 GO Bond project Houston Street Improvements from 9th Street to Old Highway 51 (ST1926), ISG requires an amendment to their contract for providing the final design services. Since the 23rd Street project is being cost-shared 20%-80% between the City of Broken Arrow and Oklahoma Department of Transportation (ODOT) and is being administered through ODOT, the Supplemental Engineering Contract #4-Financing Agreement requires approval by the Broken Arrow City Council. The Amendment No. 4 with ISG includes expansion and extension of the Houston and 23rd Street Intersection for ultimate roadway configuration (5-lanes each direction) along with signal and utility work.
