Background:
At the 5-5-2020 City Council Meeting, the council heard from the public regarding a request to waive an assessment related to property contained within the Glen Eagle/Steeplechase assessment district. The council directed staff to investigate the assessment roll, specifically with an emphasis on looking at the notice of hearing issued to the public and any considerations of public objections by the City Council at the hearing.
By way of background, once an Assessment Roll is filed, City Council must set a time for holding a public hearing on complaints or objections that may be made concerning the apportionment of the lots. The Hearing must be set not less than 5 nor more than 30 days from the date of the last publication of notice. Here, on October 7, 2008 City Council passed Resolution No. 547 establishing the necessity of the improvements to the storm-water systems of Steeplechase Farms and Amended Glen Eagle. Attached is a copy of Resolution No. 547.
City Council then set a hearing date for November 18, 2008 at 6:30 p.m. during the regularly scheduled Council Meeting. Notice was published in the Tulsa Daily Commerce & Legal news on October 23 & 30 and the Broken Arrow Ledger on October 25 & November 1, 2008. The Publisher's Affidavit providing notice of the public hearing is attached.
