Award the most advantageous bid to Vermeer Great Plains for the purchase of one (1) Vermeer BC 1500 brush chipper for the Streets and Stormwater Department and approve budget amendment #9

Background:
The purchase of a brush chipper was not identified as part of the budget for FY2020. However, since the adoption of the FY2020 budget, the Streets and Stormwater Department, on behalf of the City of Broken Arrow, applied for and was awarded a grant through the Oklahoma Department of Environmental Equality (ODEQ), for eligible reimbursement expenses up to $50,000 towards the purchase of a brush chipper. It was determined that the City of Broken Arrow was eligible and granted the full amount of $50,000 towards the purchase of a brush chipper. Per the contract with ODEQ, the acquisition of the brush chipper is to be used for managing storm debris, brush and other uncontaminated wood waste. Because this piece of equipment, along with the funding for this piece of equipment, was not identified as part of the FY2020 budget, a budget amendment is required.
The Purchasing Department solicited bids from ten (10) vendors and two (2) bids were received. Both bids met specifications.
Base pricing of the brush chipper is reflected in the attached bid tabulation sheet. The bid tabulation includes all vendors who submitted bids for this brush chipper.
The bid specifications inform bidders that the City shall evaluate bids in response to the solicitation and will award the bid to the bidder whose bid is determined to be the lowest responsive, responsible bid. Additionally, the City may waive informalities or minor irregularities in bids received.
Bandit Industries, located in Michigan, cannot guarantee parts or service in this area. Vermeer Great Plains, a local dealer, could service this machine should it need it. Therefore, the Streets and Stormwater Department has identified the Vermeer BC 1500 ...
