Background:
On March 19, 2020, Mayor Thurmond issued an Emergency Proclamation proclaiming the existence of a civil emergency in the City of Broken Arrow and restricting certain events and the maximum number of persons that could gather to fifty due to the ongoing COVID-19 Pandemic. This Proclamation remains in existence until the Mayor issues a Proclamation terminating the declaration of emergency.
Soon after the Mayor issued his Proclamation, on March 24, 2020, the Governor of the State of Oklahoma amended his Executive Order 2020-07 requiring vulnerable individuals to stay home except for essential errands, closing non-essential businesses in counties with confirmed cases of COVID-19, suspending certain elective and minor medical procedures, prohibiting gatherings of 10 or more individuals and restricting visitation at nursing homes.
On March 31, 2020, Mayor Thurmond issued his Amended Proclamation that ordered all citizens to shelter in place due to the ongoing COVID-19 Pandemic. The Mayor stated in his initial Proclamation that he would re-evaluate the conditions giving rise to this Proclamation on an ongoing basis, including at the regularly scheduled April 7, 2020 City Council Meeting. The present item allows Council to consider and discuss the Mayor’s Proclamations.
