Approval of and authorization to execute Amendment #1 for the Agreement for Professional Consultant Services with Wallace Engineering - Structural Consultants, Inc. for providing design services on the Hillside Drive Retaining Wall Replacement (Project Number ST2034)

Background:

The current retaining wall on Hillside Drive between Albany Street and 9th Street has slid, and is continuing to slide, forward due to hydrostatic pressure behind the wall from the heavy rains and the Hillside Drive road has been closed for safety concerns. 

The City of Broken Arrow contracted with Wallace Engineering - Structural Consultants, Inc. to design and produce construction documents for a new concrete retaining wall, including a drainage system, for advertisement and bid.  The new design plans were produced, advertised and bid.  When the bids were opened it was found the apparent low bidder was $490,000 over the City’s construction budget and on February 4th, 2020 council rejected all bids.  The Engineering and Construction Department was directed to revise the plans to re-bid the project.  With this in mind, the Engineering and Construction Department has discussed the project with Wallace Engineering - Structural Consultants, Inc. and negotiated an amendment to modify the plans for re-bidding with the hopes of reducing project costs to meet the City’s budgetary constraints.
