Background:

On October 24, 2019, Crossland Heavy Contractors, Inc. was awarded the 2019 Excellence in Construction Award by Associated Builders and Contractors, Inc. (ABC), Oklahoma Chapter, for the Lynn Lane Wastewater Treatment Plant Headworks Improvements project in the Public Works /Environmental category. In conjunction with its award, the City of Broken Arrow, as the owner of the project, also received an award for the construction of the project.

HDR Engineering, Inc., was retained in 2016 by the Broken Arrow Municipal Authority to determine the most effective method of renovating the Screening and Grit Removal Facilities at the Lynn Lane Wastewater Treatment Plant (LLWWTP).  The preferred solution was determined to be a new Headworks facility that includes grit removal and screening in one structure.  The Project consists of constructing a new Headworks facility including fine screening, grit removal, foul odor control, and raw sewage influent pumping.  A professional consultant agreement and amendments with HDR Engineering, Inc., was negotiated, resulting in the production of construction bid documents.

The LLWWTP Headworks Improvements project was advertised for bids on August 2 and August 9, 2017.  Bids were opened on September 12, 2017 with the lowest responsible bidder being Crossland Heavy Contractors, Inc., for a total bid of $9,772,220.00.  The contract was awarded to Crossland Heavy Contractors, Inc. and a Notice to Proceed was issued for February 1, 2018.

Funding for the improvements were provided by The Oklahoma Water Resources Board Financial Assistance Program loan no. FAP-17-0004-L

The efforts of this contract included the construction of a new multi-level influent screening structure comprised of reinforced concrete internal and external wall structure. This new robust concrete structure housed two new Hydrodyne fine particulate and debris screens along with screening handling equipment, new grit settling and handling equipment, and finally a new large capacity wet well with four new influent pumps sending the sewer flow into the rest of the plant. Along with this structure and the demolition of existing conflicting structures, this project installed a new biofilter for odor controls, resolving a long standing issue for areas residents.

Throughout the project, Crossland Heavy Contractors, Inc. and the project team were able to collaborate to overcome several significant challenges during construction including: execution of four major change orders to the project totaling over $900,000 and including 4000 LF of 8” waterline, plant shutdowns and bypasses 24/7 for three consecutive days to tie in the new trunk line sections and activate the plant, and contending with one of the heaviest rain seasons since 1986. Even with these challenges at hand, the project team was able to keep the project on the original timeline, completing the project with substantial completion on the original June 1, 2019 contract date; resulting in a truly remarkable achievement.

The City of Broken Arrow staff would like to acknowledge the tremendous efforts of the project team which truly brought the citizens project in reality: Oklahoma Water Resources Board, HDR Engineering, Inc., BKL Inc., and Crossland Heavy Contractors, Inc. and its sub-contractors for their outstanding performance.
