Background:
The Streets and Stormwater Department has budgeted for the purchase of one (1) Caterpillar 306 Rubber Tracked Mini Excavator. Funds for this purchase are available in the Broken Arrow Municipal Authority (BAMA) Fund in the amount of $80,000.00. (Project No.205311, Account No. 020-5305-438.70-3)
The Purchasing Department solicited bids from thirteen (13) vendors and eight (8) bids were received. Out of the eight (8) bids received, only three (3) bids met specifications.

Base pricing of the Rubber Tracked Mini Excavator is reflected in the attached bid tabulation sheet. The bid tabulation includes all vendors who submitted bids for this Rubber Tracked Mini Excavator. The three (3) lower bids did not meet specifications, as two (2) did not meet weight requirements and one (1) did not meet the minimum boom swing requirements. Specifications called for the machinery to weigh at least 13,700 - 16,000 pounds, and the boom swing was required to meet 50/80 degrees.

The bid specifications inform bidders that the City shall evaluate bids in response to the solicitation and will award the bid to the bidder whose bid is determined to be the lowest responsive, responsible bid. Additionally, the City may waive informalities or minor irregularities in bids received
The Streets and Stormwater Department has identified the Caterpillar 306 Rubber Tracked Mini Excavator from Warrencat as the lowest responsible bid and, therefore, recommends its purchase.
