Approval of and authorization to execute Change Order CO6 for Construction Contract 155425; Citywide Supervisory Control and Data Acquisition (SCADA) Systems

Background:
The BAMA received Oklahoma Water Resources Board Loan (OWRB) No. FAP-16-0001-L for implementation for a Supervisory Control and Data Acquisition (SCADA) system in 2016. Alan Plumber and Associates, LP was selected to design a system for monitoring and control of 29 wastewater lift stations and 3 water booster station, and improvements to the plant control systems at Lynn Lane Wastewater Treatments Plant. The design was complete in October 2017, and the project was advertised for bids on October 24 and 31, 2017. The contract was awarded to the lowest responsible bid of $1,559,028.00 for the base bid and alternative no. 1 to Prime Controls, LP. OWRB approved the contract award on December 7, 2017. Notice to Proceed for the project was issued February 8, 2018.
This Change Order #6 addresses the following additions to the contract:
CO6-1 - As directed by the City of Broken Arrow Engineering and Construction department, the contractor is to furnish and install a rack mounted server with Dell Power Edge R6515 Series Modem, Migrate Current VT SCADA software and configure to new rack mounted server, Configure VTSCADA alarm notification module for modem service, and provide/update O&M's. This change is being directed due to reviewed limitations of utilizing a virtual server as specified within the original contract. The associated costs are inclusive of all applicable costs to provide a complete in place product.
CO6-2 - As directed by the City of Broken Arrow Engineering and Construction department, the contractor is to furnish and install modifications to the LS04 - Adams Creek Northwest Lift Station programs logic controller (PLC) in the existing panel. The work to be installed by the contractor is as follows: replace the UPS, Provide redundant 24v DC power supplies and monitoring inputs from the UPS and 24V DC power supplies into the PLC to be monitored remotely, Replace the PLC power supply, CPU, and Chassis as specified in the technical document supplied by the Engineer of Record. The associated costs are inclusive of all applicable costs to provide a complete in place product.
