Acceptance of the Drainage Advisory Committee's recommendation to clear the creek and drainage way of downed trees and debris in the East Branch of Haikey Creek near the Pembrooke Park retention pond, to include rip rap, not to exceed $10,000.00 and direct staff to obtain an easement for such improvements and authorize the expenditure of 2018 GO Bond, Proposition 6 funds for the improvements

Background:
Erosion of the west bank of the East Branch of Haikey Creek at Pembrooke Park playground and pond. This may have been caused by the undermining of a large tree that fell into the creek and force the high waters into the west bank at this location. The installation of the rip rap in the ditch did not cause the erosion. There may be a safety issue with this erosion due to the proximity of the private park. Environmental issues of Haikey Creek, such as loss of sediment, due to the pod dike completely eroding would be minimal. The down trees could create debris jams leading to minor flooding in the riparian zone. No flow restrictions were observed.
After reviewing the information presented in the staff report, the Drainage Advisory Committee recommended clearing the channel of debris and placing rip rap on the eroded bank not to exceed $10,000.00, approval (5-0) of No. 19-003. Proposition 6 of the 2018 GO Bonds provides funds for the purpose of drainage improvements to property owned exclusively or in part by the City. The City will need to obtain an easement to make the recommended improvements.
The project is located in the Haikey Creek Basin.
