Background:
An apparent underground spring is surfacing on the west side of 2935 N. Lions Drive. In addition, the water is flowing both across backyards and over sidewalks as well as underneath the ground through the backyards and downhill to a point it is seeping out into the streets. The water is causing potential hazards to pedestrians as well as to the public and private infrastructure in the general location, such as the city’s streets and sidewalks as well as the private homes and driveways.
The spring seems to be located on or near a vacant lot immediately adjacent to and uphill from three built-out residential properties. One property owner has constructed a French drain along the northern side of the property in order to “cut-off” the groundwater flow. This effort was constructed around June 2019 and since that point has run continually with groundwater discharging into the gutter of Lions Drive, a public street.
Further south, signs of water seeping through the curb line on Juniper Court indicates continual water flow as well. Algae was observed in this gutter line.
Upon visiting the site and talking with several of the neighbors, staff seeing a possible mitigation effort. This effort is the construction of a drainage system to intercept the ground water and re-route it to the nearby storm sewer system. The anticipated cost on behalf of the City is expected not to exceed $25,000.
Therefore, staff recommends the design and construction of a small underground drainage interceptor system to aide in the capture and diversion of the spring feed groundwater in the area.
