Approval of and authorization to execute a Promotional License between Ice Challenge Enterprises, LLC and the City of Broken Arrow for the installation and operation of an outdoor holiday ice rink at the Rose District Pavilion

Background:
Ice Challenge Enterprises, LLC will be hosting the Holiday Festival event at the Rose District Pavilion beginning November 14th, 2019 through January 18th, 2020.
Hours of operation will be Monday through Thursday from 3:00 p.m. to 9:00 p.m., Saturday from Noon to 10:00 p.m. and Sunday from Noon to 9:00 p.m. Setup for the event will begin at 8:00 a.m. on Friday, November 1st, 2019 and continue until opening day which is tentatively scheduled for November 14th, 2019 to coincide with the annual Tea Off and Lights On Ceremony.
