Background:
The Fire Department has budgeted for the purchase of four Chest Compression Mechanical CPR Devices. Funds for this purchase are available in the Fire Public Safety Sales Tax Fund in the amount of $80,000.
Over the last few years, there has been an increase in medical journals showing the importance of having chest compression mechanical CPR devices in the hands of pre-hospital providers. The Fire Department typically responds to over 200 cardiac arrests every year. During these critical events, there are many things going on and time is of the essence to provide high quality CPR. A typical cardiac arrest call can last on average for up to thirty minutes or longer. Providing continuous and effective high quality CPR for thirty minutes or longer has proven to be very tiresome for even the young and fit responder. Having the ability to have innovative mechanical CPR devices that deliver constant high quality CPR without any interruptions will improve the patient care that the Fire Department is able to provide to the citizens. The Fire Department identified the need for these devices, and during the span of October 2018- December 2018, the Fire Department did a field demo of several different brands of mechanical CPR devices.
Through a process of the demonstrations, training, committees, and surveys the Fire Department feels they have identified the best product. Looking at ease of use, serviceability, warranty, connectivity with current cardiac monitors, durability, and proof of use in the field in other agencies, the Fire Department is recommending the purchase of the Lucas 3 Device, a product of Stryker.
These mechanical CPR devices will be purchased under the Oklahoma Statewide Contract for Automated Mechanical CPR Devices, number SW300. All State Departments, Boards, Commissions, Agencies and Institutions, as well as Counties, School Districts and Municipalities may purchase equipment from this contract.
Sections 2-27 of the Broken Arrow Code addresses exceptions to formal competitive bidding. It provides that supplies, materials, equipment or contractual services can be purchased at a price not exceeding a price set by the state purchasing agency or any other state agency authorized to regulate prices for things purchased by the state, then formal bidding is not required. Utilization of the state contract in this case is more advantageous than bidding the product.
Base pricing and selected options for these mechanical chest compression CPR devices are reflected in the attached bid tabulation. The Fire Department recommends the state bid from Stryker formerly Physio-Control as the most advantageous bid.
Staff recommends purchasing four Lucas 3 mechanical chest compression CPR devices formerly Physio-Control, Inc. off State Contract SW300.
