Background:

A rehabilitation project on 1st Street was included in the 2014 GO Bond package and the Engineering and Construction Department undertook the design and produced plans for construction.  Primarily a pavement rehabilitation project with sidewalk and curb improvements on 1st Street from Dallas to College, striping was also included from Main Street & Ft. Worth to 1st Street then along 1st Street to Midway Avenue.  Sidewalk work along Ft. Worth as well as 1st Street from Ft. Worth to north of El Paso was included as additive alternates.  Bid documents were advertised on February 18 and 25, 2019 and opened on April 2, 2019.  The low bidder, for the Base Bid and both Additive Alternates, was Grade Line Construction, LLC with a total bid of $433,615.86.

This Change Order #1 addresses the following additions to the contract:

 

-                     During the installation of the Dallas and 1st street intersection, it was found that the inlet structures were cast into the existing pavement and such required additional modifications beyond contract specifications. Furthermore, existing storm sewer piping had to be replaced causing additional work required at the associated storm inlets. These costs below represent the work required to produce a complete in place product for each of the storm sewer inlets. The removal and replacement of the existing storm pipe was extended through existing line items.

-                     During the installation of 1st Street between Dallas St. and Commercial, it was found that the existing manholes were "bricked" structures and required additional concrete work beyond contract specifications to adjust the manhole to grade. The below cost is the additional costs above the original line item price.

-                     Due to the extensive removal and replacement of waterlines and storm sewer lines within the Dallas St. and 1st St. intersection, flow fill was required for backfilling of the lines for a proper subgrade material as well as proper backfilling procedures. The below costs summarize the total quantity and cost required for the Dallas and 1rst intersection.

-                     During the installation of the pavement and subgrade on 1st St. it was found that the subgrade was not stable enough to pass required testing. The contractor shall remove an additional 4 inches of subgrade, scarify and compact the subgrade, and install an appropriate geogrid stabilizing mat with 12 inches of aggregate. This change order cost is for the installation of the geogrid product with the over-excavation and aggregate covered in existing line items.

-                     At the intersection of the alleyway on the East between Dallas St. and Commercial, the contractor shall install a manhole tie in for existing storm sewer as well as a slotted ring and lid for excess storm capacity. The change order price noted below constitutes a complete in place cost for this storm manhole section

-                     Additional Contract Time - Time due to construction conflicts will be addressed at a later time.
