Background:
Francis EVC, LLC is one of the more progressive companies for renewable energy and electric vehicles. Francis EVC, LLC is coordinating installation efforts of charging stations in strategically located areas around the city of Broken Arrow. Francis EVC is proposing 3 locations that are owned by the City of Broken Arrow, requiring approval from Council.

Francis would install up to 4 charging stations at each proposed location. There is no cost to the City of Broken Arrow for the installation or maintenance. The only cost to the City of Broken Arrow would be the cost of providing the actual power to the charging station. The revenue for charging the vehicles will go directly to Francis EVC.
By 2025, Electric Vehicles (EV) and Hybrid Electric Vehicles (HEV) will account for an estimated 30% of all vehicle sales. Comparatively, in 2016 just under 1 million vehicles or 1% of global auto sales came from plug-in electric vehicles (PEV).
By 2025, J.P. Morgan estimates this will rise close to 8.4 million vehicles or a 7.7% market share. The HEV sector (cars that combine a fuel engine with electric elements) is forecast to swell from just 3% of global market share to more than 25 million vehicles or 23% of global sales over the same period. This leaves pure-ICE vehicles (Internal Combustion Engine) with around 70% of the market share in 2025, with this falling to around 40% by 2030, predominantly in emerging markets.
