Background:

Holloway, Updike, and Bellen, Inc., was retained by BAMA to design the referenced project.  The construction of the project will result in the installation of manually cleaned bar screens/baskets at five high flow sanitary sewer lift stations (Old Adams Creek, Adams Creek Northwest, The Greens, Indian Springs, and Timberbrook).  These new bar screens/baskets will offer protection of the existing pumps, which have been damaged in the past by debris in sewage flows.  In addition, the Timberbrook lift station will receive new pumps and associated controls, new wood screening fencing, and an epoxy coating on the interior of the existing wet well.  Other improvements at the lift stations include the installation of manual cranes to allow for safer removal of pumps for maintenance and/or replacement.  The project will improve reliability, reduce potential overflows, and reduce service disruptions and unplanned maintenance efforts.

The project was advertised for bids on May 22 and May 29, 2018. The contract was awarded to the lowest responsible bidder, KBC Construction, Inc., with a Base Bid of $644,950.00, an Additive Alternate No. 1 Bid of $24,000.00, an Additive Alternate No. 2 Bid of $24,000.00, an Additive Alternate No. 3 Bid of $18,000.00, and an Additive Alternate No. 4 Bid of $28,600.00, for a Total Bid of $739,550.00.

This Change Order #1 addresses the following additions to the contract:

CO1-1                     - In March of 2019, due to the excessively wet spring weather events the Indian Springs Sports complex flooded from the Arkansas River expanding from its banks. The event was classified as an emergency declaration by the state of Oklahoma. Within this flooding event, Indian Springs Lift Station #1, a small package suction lift sewage pump station was completely submerged in flood water damaging numerous components including but not limited to the motors, check valves, electrical components, and controls. KBC Contractors was requested to review the current condition, post flood, and provide costs to repair the station to operation as well as replacement with like kind station with the same pumping capacities. After evaluation of the submitted prices, Utilities Department and Engineering/Construction Department has directed, through this change order, to remove and replace the existing Indian Springs Lift Station with a like kind Smith & Loveless package pump lift station. The below costs summarize a complete in place product including all materials, labor, and applicable mark ups.

CO1-2 - As directed by Utilities department the contractor is to provide means for and applicable pumping set up such to bypass pump the Indian Springs lift station until the new package pump station is installed. The bypass pumping shall consist of an internal float system with a submersible sewage pump operated from the existing electrical system. The contractor is to install a new bypass connection if one is not available onsite to the forcemain. The bypass pumping pricing is for a duration of 5 months to account for any variance in delivery time.

CO1-3 - During execution of Bar Screens for Five Lift Stations project, there were several RFIs processed that deleted items on the project as well as assistance provided by City forces that reduced project costs and created a credit for the project by the contractor. The attached summary provides detailed cost breakdowns for these individual situations. The below credit to the project summarizes the applicable credit due to the project to date.
