Background:
Beginning the week of May 20, 2019, the City of Broken Arrow experienced a rain event that was rare in nature. As a result of the extreme amount of water and flooding, the bridge on West Dover Street, between North Hemlock Circle and North Hemlock Court, became compromised. Personnel from the Stormwater Division, of the Streets and Stormwater Department, has been tasked to reconstruct this bridge. The major component of this bridge is the purchase and installation of new reinforced concrete culvert boxes.

The Streets and Stormwater Department has requested and sought bids for the purchase of nine (9) 10' by 6' reinforced concrete culvert boxes. Funds are available in the Broken Arrow Municipal Authority (BAMA) in the amount of $150,000 (Project SW1923).

The Purchasing Department solicited bids from seven (7) vendors and only one (1) bid was received. Pricing for the reinforced concrete culvert boxes is reflected in the attached bid tabulation sheet. The bid tabulation includes all vendors who submitted bids for the reinforced concrete culvert boxes. The low and only bid received was $63,000.00 and the engineer's estimate was $40,920.00. The low and only bid significantly exceeds the engineer's estimate and the budgeted amount, thus staff recommends that the bid be rejected and that the purchase of reinforced concrete culvert boxes be re-advertised and rebid. Staff is confident that if the reinforced concrete culvert boxes are re-advertised and rebid, more vendors will submit bids that closely align with the engineer's estimate.
