Background:
The Community Development Block Grant (CDBG) Entitlement program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a sutable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.
Presently Broken Arrow is in the twelfth year of its participation in the Tulsa County Community Development Block Grant (CDBG) Urban County. The City is expected to receive $470,521 as its allocation of funds. This represents an increase of $9,115 from the previous year's allocation. The City has historically spent the allowed 15% of its allocation to fund social service organizations. For Program Year 2019, the City's 15% allocation will be $70,578 of the current year funding, which is an increase of $1,368 over the prior year.
For Program Year 2004 the allocation for CDBG funding suffered a decline. This resulted in a reduction for social service agencies from approximately $75,000 to $68,000. After public input the City Council directed staff not to solicit applications from any other agency until the social service funding returned to or exceeded $75,000. As a result, the agencies listed in the attachment are the only social service agencies that are considered for funding.
In May, INCOG sought applications from the four Broken Arrow social service providers listed in the attachment. Funding requests totaling $64,831 was received and were based on the previous year allocation.
