Background:
On August 28, 2018, the residents of Broken Arrow voted to approve a historic $210,525,000 General Obligation Bond program that included Proposition No. 6 in which public funding may be used in accordance with the Constitution of the State of Oklahoma for drainage improvements on property that may not be exclusively owned by the City. This is a unique caveat that allows the City to address potential drainage issues including erosion, channelization, and other improvements along a drainage way that is on private property.
The bond language did not identify any specific project in this proposition. Instead, it only identified the major watershed with the idea that as drainage issues meeting the criteria above arise, the City could potentially address them accordingly. In order to provide a logical, reasonable and justifiable mechanism to identify specific drainage issues that may be addressed with Proposition 6 funding, Staff recommends that the Governing Body establish a Drainage Advisory Committee to evaluate individual projects and ensure that critical aspects such as corrective drainage improvements, dedicated public easements, an overall public benefit as well as other crucial elements. The Committee would serve as a recommendation body to the Council.
Furthermore, Staff recommends that the Committee consist of two (2) Council members elected by the Governing Body plus five (5) residents of Broken Arrow, one resident recommended by each individual council member and appointed by the Governing Body. Due to the fact that the individuals will serve in an advisory role concerning issues of a technical nature, Staff also recommends that certain City personnel serve the Advisory Committee members in a technical assistance capacity.
