Background:
The Traffic Signals Maintenance Division of the Streets and Stormwater Department has budgeted for the purchase of materials to install four (4) Video Detection Systems. Funds for this purchase are available in the Capital Outlay Streetlight Fund in the amount of $133,000.00 (Project No. TS2002, TS2003, TS2004 and TS2005 Account No. 043-5310-437.7017). Gades Sales Company, Inc. is the sole authorized distributor to sell the required product in Oklahoma. The Iteris System has proven to be historically reliable when compared to other systems previously implemented in previous years. The Iteris system, also recommended by the technicians in the field, have a familiarity to trouble shoot, diagnose the issue, and make adjustments with confidence based on their knowledge of how this system operates and performs. These new systems will be installed to improve vehicle detection movements at the following four (4) intersections: North 23rs Street and East Albany Street, South Main Street and West Pittsburg Street, South Aspen Avenue and West New Orleans Street and South Aspen Avenue and W Jasper Street.

Currently, these intersections utilize inductive in-pavement loops. Inductive loops help detect where and how many cars sit at a signal, so that the signal can adjust its timing to best serve the most vehicles. These loops have reliability problems and failures due to weather, pavement maintenance, or utility cuts. These loops have an average life span of five (5) years. Benefits of using video detection include the ability to provide more accurate traffic control movements and they are less costly than inductive in-pavement loops.

Staff recommends awarding the sole source purchase of Gades Video Detection Systems.
