Background:

The BAMA received Oklahoma Water Resources Board Loan (OWRB) No. FAP-16-0001-L for implementation for a Supervisory Control and Data Acquisition (SCADA) system in 2016. Alan Plumber and Associates, LP was selected to design a system for monitoring and control of 29 wastewater lift stations and 3 water booster station, and improvements to the plant control systems at Lynn Lane Wastewater Treatments Plant. The design was complete in October 2017, and the project was advertised for bids on October 24 and 31, 2017. The contract was awarded to the lowest responsible bid of $1,559,028.00 for the base bid and alternative no. 1 to Prime Controls, LP. OWRB approved the contract award on December 7, 2017. Notice to Proceed for the project was issued February 8, 2018.

 

This Change Order #4 addresses the following additions to the contract:

 

CO4-1 - Due to field conditions varying from plan specifications as well as compounded by the alternate project "Barscreens at 5 lift stations", the contractor is to facilitate the relocation of the new SCADA panel installed by this project at the Timber Brook lift station (LS09). The alternate project contractor will install all associated conduit and electric needed as well as re-shore and adjust the cabinet as required. Prime Controls shall re-terminate all of the data cable ends into the SCADA panel installed in this contract. Prime Controls shall also revise the programming as needed such to facilitate the improvements to the lift station performed within the alternate construction project. The below costs summarize a complete in place product for the above noted work.

 

CO3-2 - During installation of the new SCADA system at the Lynn Lane Waste Water Treatment Plant, it was noted by Prime Controls that the existing computer system in the main building was inadequate and outdated such that the new controls system was having issues in operations. Upon the recommendation of Prime Controls and conference with COBA IT department, the contractor shall provide and install a new computer system per the attached IT specifications as noted within the Prime Controls proposal. The contractor shall provide all labor to install the computer at the site after COBA IT installs appropriate programs and sets it up in the cities system. The below costs summarize a complete in place product for the above noted work.

 

Total Number of Days Added by this Change Order:

-   Due to the changes in CO4-1 and CO4-2 created impacts to critical path items results in an additional 20 calendar days added to the contract.
