Background:
On October 18, 2016, the Broken Arrow Municipal Authority entered into a contract with Waste Management for disposal of the City's solid waste not taken to the Covanta Energy from Trash Plant and for wastewater treatment plant sludge.
The contract provides for annual tipping (dumping) fee cost increases from Waste Management based on the Consumer Price Index (CPI) for all Urban Consumers, Water, Sewer and Trash Collection, as the basis for the rate increase. The rate increase for this year is 3.34%
The rate for refuse will increase from $23.44 per ton to $24.22 and the rate for waste water treatment plant sludge will increase from $26.64 per ton to $27.53. The $1.25 per ton fee imposed by the State of Oklahoma Department of Environmental Quality (ODEQ) will be in addition to the rate. Attached is a letter from Waste Management and the CPI index data detailing the increase. The new rates become effective July 1, 2019.
Cost for this service is funded from the Sanitation Division budget and the Sewer Plant Division budget.

Cost: Refuse - $2,496 annual increase (Based on a projected 3,200 tons of refuse
directed to landfill)
Sludge -$5,340 annual increase (Based on projected 6,000 tons of sludge
generation)
