Background:

The City of Broken Arrow and the Broken Arrow Fire Department (BAFD) have developed a program to allow people residing within the Broken Arrow fence line, but outside the city limits to participate in an annual Fire Subscription program. The residents within the city limits pay a higher rate for similar services due to city property taxes.  Recently, citizens voted to add numerous fire protection projects to their property taxes.  The city ordinances have contained provisions for many years to recoup the expenses associated with providing out of city limits responses.  The Manual of Fees calls for a fee of $700 per hour per truck for fire protection services.     Since January 1, 2019, these fees have been fully enforced when the Broken Arrow Fire Department has responded to a residence, business, or other property.  However, in an effort to provide a more cost-effective solution to those living within the BAFD coverage area (fence line), but outside the city limits we are proposing an optional annual subscription service.  This program will be similar to our already established LifeRide program for EMS calls.  This annual fire subscription program will cover all expenses associated with a fire response to property beyond what homeowner’s insurance will cover.  There will be no out of pocket expenses for a BAFD fire responses to Fire Subscription participant properties.  The City of Broken Arrow may continue to invoice homeowner’s insurance or other liability policies, but the property owner will not be required to pay the remaining expenses contained in the Manual of Fees, if they participate in the fire subscription program.    Currently, LifeRide subscribers pay $90 annually to avoid any out of pocket expenses for EMS services.  The fire subscription program will also be $90 per year, but those participating in both programs will receive a discounted rate of $150 per year.  Participation will be based on a program year effective September 1, which will coincide with the LifeRide program.  Pro-rated payments may be accepted, but enrollment must be made prior to an incident requiring BAFD response.  For those electing not to participate in the fire subscription program, the Manual of Fees contains a payment schedule and it will be updated periodically.  Direct mailers will be sent to all property owners in the affected area to educate them about the Fire Subscription program.
