Consideration, discussion, and possible approval of and authorization to execute the Fiscal Year 2019-2020 Single Audit Engagement Letter with Arledge & Associates, PC

Background:
Bid’s for auditing services was last sought in 2012. The GFOA (Government Finance Officers Association) recommends entities consider seeking bids every 5 years. In early April staff drafted a Request for Proposal for auditing services. In addition, Crawford & Associates provided a list of 15 potential auditing firms. Staff received 4 proposals and one letter stating that the firm would not be bidding due to their current obligations. The 4 proposals received were from:
Elfrink and Associates- Non Responsive
BKD CPA and Advisors- 1st year cost $109,200
Arledge & Associates- 1st year cost $60,900
Stotts, Archambo, Mueggenborg-1st year cost 40,000
Elfrink and Associates were non-responsive since the RFP was not followed.
Stotts, Archambo, Mueggenborg had the lowest cost but lack current governmental experience. When staff contacted the references the cities were not current clients and had not used them for at least three years.
BKD CPA was cost prohibitive.
Staff is recommending the current auditor Arledge & Associates. The City has a good working relationship with them and they were highly recommended by their other clients.
