Background:

 Without question, Broken Arrow is one of Oklahoma's and the Region’s most desirable locations for small and large businesses, along with development and redevelopment opportunities. Why you ask? I believe it’s because our Development Services Department offers unparalleled service and support that allows existing businesses to grow and make it easy for new industries to get started or expand. Likewise, our welcoming department team is extremely responsive and will work to ensure calls are answered and the information requested to complete applications or assistance will be provided.  Finally, our Code Enforcement Team is excellent at working with property owners and educating them on the importance of community pride by maintaining a high degree of compliance with all City code.

Currently the Department is responsible for administration of the following programs:

                     City Planning

                     Long Range Planning

                     Engineering Review of Private Development

                     Building and Land Use Permitting

                     Trade Licensing

                     Building Inspections

                     Code Enforcement

The purpose of this Request for Action is ask the City Council to approve changing the current name of the Department - Development Services - to the Department of Community Development.

I believe the new department name aligns more with the Council and Administration’s goal of having a customer focused department that facilitates investment in the City in order to create a balanced, sustainable community that enhances the overall quality of life for our residents, business owners and visitors.

Attached is survey of communities in Oklahoma and around the Region that are similar in size to Broken Arrow.  As you will note, a majority of the cities listed have the title of Community Development in the name of the department. 

Over the last 18 months, the department has become more intricately involved in assisting my office with economic development initiatives.  I also plan to look for the department to venture into the fields of sustainability, innovation, and place-making, and special events.  Changing the name of the department will demonstrate that we have a more robust and have a broader focus than just simply development services.

In anticipation of the discussion, the Legal Department has identified the applicable sections of the code that will need to be amended.  Council consideration of this request would be greatly appreciated.
