Background:
The Mission 22 organization approached the City of Broken Arrow (City) Parks Department about the inclusion of a Mission 22 War at Home Memorial at Veterans Park. Mission 22's purpose is to bring awareness to the 22 military veteran suicides that occur each day in the United States.
At that time, Mission 22 stated that all expenses to place the monument at the park would be paid for by Mission 22. After discussions with staff, Mission 22 contracted with RL Shears Landscape Architects to prepare a preliminary design and cost estimate of the proposed memorial.
After completion of the preliminary plans, Mission 22 met with staff again to present the design for discussion. It became clear that that meeting, that although Mission 22 did have significant materials and funds for the memorial, they did not have all the funds necessary to build the designed monument, at no cost to the City, as originally discussed.
Mission 22 reached out to the Muscogee (Creek) Nation, and on March 8, 2019, Mission 22, RL Shears, and City representatives met with the Principal Chief James Floyd, Second Chief Louis Hicks, and staff, to discuss the project. The Muscogee (Creek) Nation stated they would be interested in partnering in the project by providing some force-labor and potentially some funding in Fiscal Year 2019 and Fiscal Year 2020. The amount discussed was $25,000 in each year, but their Tribal Council would need to consider and authorize any requested funding.
