Background:
The Regional Metropolitan Utility Authority (RMUA) is required to operate a pretreatment program for the Haikey Creek Wastewater Treatment Plant in accordance with Section 402(b)(8) of the Clean Water Act, the General Pretreatment Regulations (40 CFR 403), and the provisions of the subsequently submitted industrial pretreatment program that was approved by Oklahoma Department of Environmental Quality (ODEQ). The requirements of this program are listed as Part II of the Oklahoma Pollutant Discharge Elimination System (OPDES) Permit, No. OK0034363.

The Broken Arrow Municipal Authority (BAMA) is required to operate a pretreatment program for the Lynn Lane Wastewater Treatment Plant in accordance with Section 402(b)(8) of the Clean Water Act, the General Pretreatment Regulations (40 CFR 403), and the provisions of the subsequently submitted industrial pretreatment program that was approved by ODEQ. The requirements of this program are listed as Part II of the OPDES Permit No. 0040053.

Every year, ODEQ performs a Pretreatment Compliance Inspection (PCI) of the "Control Authority", which is the City of Broken Arrow, for each of the above listed programs. The purpose of the inspection is to ensure that all federal, state, and local pretreatment requirements are being implemented and enforced appropriately. The PCI is conducted at the City of Broken Arrow Pretreatment Office, followed by an exit interview in which a "Responsible Pretreatment Official" is required to be present.
