Background:
The Fiscal Year 2018-19 budget includes the purchase of a four-wheel-drive tractor for Battle Creek Golf course. This machine will replace an older unit.
Bid requests for the tractor were sent to twelve vendors. Three bids were received. The low bid from Construction Sales and Service Inc. meets specifications. Base pricing and selected options are reflected in the attached bid tabulation.
The bid specifications stated the deadline to submit sealed bids was 3:30 pm on March 5, 2019 with the bid opening at 10:30 am on March 6, 2019. Local vendor, Broken Arrow Lawn and Garden, submitted its sealed bid at 9 am on March 6, 2019. In compliance with City policy/Purchasing Manual, BA Lawn and Garden’s bid was not considered nor opened or and was returned to the vendor.
Staff recommends that the City Council award the lowest responsible bid to Construction Sales and Service Inc. for the purchase of one LS tractor, model XR4150HC.
Cost: $29,340.62
