Background:
The City of Broken Arrow had four sand volleyball courts designed at Nienhuis Park. Bid documents were prepared and advertised on February 4 and 11, 2019. Seven (7) bids were received and opened on February 26, 2019. The most responsive low bidder based upon awarding the project due to base bid only would be different than the most responsive low bidder based upon awarding the project due to base bid plus most advantageous additive alternate(s).
The bid documents were not clear to the prospective bidders on exactly how the City intended to award the project. Due to this discrepancy with in the bid documents, staff recommends that the Council reject all bids on this project.
If bids are rejected, staff will clarify the intent on how the City will award the project and re-bid immediately.
