Approval of and authorization to execute Change Order CO2 for Construction Contract with Walters Morgan Construction Inc. on Verdigris River Water Treatment Plant Pretreatment Basin Expansion (Project No. 175436)

Background:
Over the past three years of operation of the Verdigris River Water Treatment Plant, the raw water quality during the warm weather months has created challenges with producing settled water quality within turbidity goals for optimum membrane filtration operation. The purpose of this project will provide improvements to the pretreatment basin. The project consists of construction of two (2) rapid mix basins, two (2) train flocculation basins with plate settlers, a residual collection and pumping system and modifications to the chemical feed storage and pumping system and all appurtenances. The project was advertised for bid on July 23, 2018. Bids were opened on August 14, 2018, with the lowest responsible bidder being Walters-Morgan Construction, Inc., with a Base Bid of $6,702,000.00, Alternate A of $74,000, Alternate B of $57,000 for a Total Lump Sum Bid of $6,833,000. A Notice to Proceed was issued to the contractor on August 8th, 2018.
This Change Order #2 addresses the following additions to the contract:

- (2) Additional contract calendar days have been requested due to the additional
installation of pipe.
CO2-1 - Per the request of the Utilities Department, the contractor is to delete 1 each specified float at each Drain Pump Station location, add 1 each "Flyght Multitrode" probe at each Drain Pump Station for Low Level indication, and add MTR relay to accept probe signal in appropriate panel. The below costs summarize the associated costs and applicable markups such to provide a complete in place product.
CO2-2 - During construction operations, an unforeseen condition of the 48" RW line was missing the 45 degree bend and spool piece that is called out as existing on the plans. The contractor is to add extension off of Wye fitting, additional joint and 45 degree bend to 48" Steel RW line. This pipe extension and 45 degree bend is required for routing of the 48" RW line to the north of the existing Flow Meter Vault. The below costs summarize the associated costs and applicable markups such to provide a complete in place product.
