Approval of and authorization to execute Change Order CO2 with Prime Controls for Construction Contract 1551425; Citywide Supervisory Control and Data Acquisition (SCADA) Systems

Background:
The BAMA received Oklahoma Eater Resources Board Loan (OWRB) No. FAP-16-0001-L for implementation for a Supervisory Control and Data Acquisition (SCADA) system in 2016. Alan Plumber and Associates, LP was selected to design a system for monitoring and control of 29 wastewater lift stations and 3 water booster station, and improvements to the plant control systems at Lynn Lane Wastewater Treatments Plant. The design was complete in October 2017, and the project was advertised for bids on October 24 and 31, 2017. The contract was awarded to the lowest responsible bid of $1,559,028.00 for the base bid and alternative no. 1 to Prime Controls, LP. OWRB approved the contract award on December 7, 2017. Notice to Proceed for the project was issued February 8, 2018.
This Change Order #2 addresses the following additions to the contract:
CO2-1: Due to a conflict in the plans versus field conditions, the change order costs are a summary of the expenses required to install the electrical conduit trenches through the Lynn Lane Plant per RFI #6 as attached. The contractor is to cut the existing asphalt as applicable and remove the asphalt materials off site. The contractor is to also perform a road bore at the mid access road for the 2" conduit. Asphalt will be replaced through separate contract, contractor is to fill trench to grade per plan detail. The below costs are inclusive of all costs required to get a complete in place product.
