Background:
The improvements on Washington Street from Garnett Road to Olive Avenue require the waterline to be relocated from the north to the south side of Washington Street. To expedite the commencement of construction, the waterline materials were bid separately, allowing the materials to be delivered at the same time the contractor moves on site to begin construction.
The project was advertised for bid on December 28 and January 4, 2018. Bids were opened on January 23, 2019, with five (5) bids being received and two of the five considered nonresponsive as they did not submit a complete bid. The Certified Bid Tabulation is attached. The bids submitted were composed of thirty nine (39) pay items to form the Total Base Bid. The lowest responsible bidder was Utility Supply, Inc., with a Total Bid of $270,774.60. The engineer’s estimate was $217,672.50.
