Background:
The intersection of Hillside Drive and 23rd Street has had increasing traffic over the past few years as new businesses have opened. In 2019 there will be a new shopping center opening on the east side of 23rd Street which will even further increase the traffic at this intersection. Due to these traffic volumes growing, there has been some stacking of cars trying to turn left onto 23rd Street which will only worsen as more development occurs. This project will help to mitigate that issue and allow traffic to flow more smoothly in this area as more businesses are added. The project consists of constructing a new 4-way traffic signal at the intersection of Hillside Drive and 23rd Street.
The project was advertised for bid on November 12, 2018. Bids were opened on December 18, 2018 and two (2) bids were received. All bids were responsive. The Certified Bid Tabulation is attached. The bids submitted were composed of forty-three (43) pay items to form the Total Base Bid. The lowest responsible bidder was Midstate Traffic Control, Inc., with a Total Bid of $309,773.63. The engineer’s estimate was $257,080.00.
