Background:
Development projects, from time to time, require blasting to modify grades and install utilities. We have seen several projects since the beginning of 2018 request blasting permits. Development Services prepared a blasting permit years ago to accompany the minimal language on blasting found in Chapter 10, Fire Prevention and Protection, Article IV. - Explosives, Section 10-76, Item b. This section requires a permit to be obtained from the City Manager and a bond.
Blasting has evolved over the years to be a complex calculated process geared toward maximizing delivery but minimizing impact to surrounding properties. Blasting is governed by the Oklahoma State Department of Mines.
Through conversations with the City Manager's office, Engineering and Construction Department, Legal Department and Fire Marshal's office, Development Services created a new blasting ordinance. The ordinance outlines the procedure and necessary documents required for review and required blasting liability insurance in the amount of 1 million dollars per occurrence for any damages to persons or property. The new ordinance follows the Department of Mines process which requires a permit from the State.
The Blasting permit fee currently is $44.00 per day.
City staff has reviewed the amended Section 10-76 and new ordinance Section 10-78 proposed ordinance and recommends approval of the ordinance and emergency clause
